Native American Native Girl Figure On Rug

This is a special figure I do not know the material she is made of. She is laying on kind of hide two piece with a lighter material in between. This is about 4 1/5 in long 2 1/5 in wide. I think it has to be the early 1900 piece? She has a heavy feel not light cheap material.
