This was manufactured by Henderson Ames Co. It's a total mystery as I can find anything like it. I see Henderson became the Henderson Ames Co in 1893.

I'm unsure if this was made for a special purpose for ceremonial use or theatre? The item is very stained as shown, some of the leather frill is very dried out and brittle.
